For this issue you need to do following things to resolve the problem.

Login to your reseller account.

click the any one client domain.

Reduce that client domain MY sql databse account limit .

Then go to the client domain name which one you want to add my sql database .

Go to the limit>>increase limit.

Then try it you can add database in that customer account
