Steps to upgrade/downgrade a package in Whm panel:
1.  Login to whm panel

2.  Click LIST ACCOUNTS

3.  Select the domain name in which you need to upgrade/downgrade the package and click the package name

4.  Choose the package and click UPGRADE/DOWNGRADE

By this way you can change the plan for the domain name in whm panel.
